That one should imagine the whole society as non-violent is a good thought, but mere imagination without understanding reality, is of no use.
Individual variations are a reality.
The capabilities of every man are not similar.
The state of mind and control over anger are also not the same.
Conquering the ego, anger and greed are also not similar in extent.
Even if circumstances are similar the state of mind may not be so.

Under these conditions how difficult it is to imagine a non-violent society.

If we make the leaders of society non-violent, that itself will be a major step towards goodness.
